Park Circle was designed in 1912 by landscape architect W.B. Marquis of Augusta's P.J. Berckman firm as South Carolina's only example of Ebenezer Howard's Garden City concept, an innovative 1898 town planning model that placed residential, industrial, and agricultural uses within one community to reduce travel distances. The central circular park, eight radiating avenues, and surrounding concentric rings of development were deliberately designed to create a self contained community. The avenues branching from the circle were named for the original investors: Montague, Buist, Rhett, and Durant are still the neighborhood's primary streets today.
The Navy Yard and the Working Class Roots
The Charleston Navy Yard along the Cooper River defined much of Park Circle's character for decades. At its World War II peak, the Navy Yard employed 25,000 workers, and Park Circle served as a primary residential community for those workers and their families. The wartime population surge filled the neighborhood with modest cottages, Cape Cods, and wartime housing that still defines the neighborhood's architectural character.
